ASUU Set To Embark On A Nationwide Warning Strike
Report has it that the Academic Staff Union of Universities (ASUU), will on October 2nd begin a warning strike to press home their demands.

According to the ASUU Chairman, University of Abuja, Dr. Ben, since the Federal Government has refused to implement the demands of the union, the union has no option but to embark on a warning strike to let the FG know members of the union are not jokers.

He further stated that if at the end of the warning strike the situation remains the same, then union will commence an indefinite strike.

The Registrar of Joint Admission and Matriculation Board (JAMB), Prof. Ishaq Oloyede, on Friday, said it was untrue that the board was imposing candidates on universities for admission. Oloyede told journalists in Benin, Edo, during his visit to JAMB’s zonal office that the board had resolved all issues of admission into tertiary institutions after due consultation with all stakeholders.
 ‎ I know many of you are bothered and you want to hear from me about the admission. “There is no stalemate; after due consultation with the Senate, House of Representatives, because they were worried and invited us, the matter was totally resolved,’’ he said. He added that education and examination regulatory institutions “like NBTE, NCCE, NUC and JAMB itself, were also dully consulted’’. According to him, there is no ambiguity on what will happen. As it has been announced by the Minister Education, there will be no written examination, no written Post-UTME examination by any institution. “Apart from that, every other thing remains as it used to be, because the authority, autonomy and independence of the academic boards or the Senate of the respective institutions remain sacrosanct. “They should determine their criteria, following the directives of the Federal Executive Council to all Federal universities about what should be merit, catchment areas, educationally-disadvantaged states and other things. “Things remain the way they used to be. The only addition this year is, for now, there should be no written Post-UTME examination. “Every Senate and academic board should determine its own admission policy. “We must be fair to all; we must be federal in our attitude; we must be equitable in whatever we do. We must not extort the students. “We must not exploit the masses of this nation; every other thing remains; that is the position of JAMB,” Oloyede said. Pressed on the allegation of imposition of admission-seeking candidates on universities, he said, “I am telling you what the situation is today and that does not arise. “The admission should be conducted as directed by the academic boards of the Senate of every respective institution except that there should be no written Post-UTME examination. 
The traditional guidelines as to spread in terms of merit, catchment area, educationally-disadvantaged states for federal institutions remain so. “So, each proprietor at the state level and private level will determine the criteria and once that is done, you will ensure they are strictly followed. There should be no extortion of students. “There should be no imposition of students on the institutions and also, every institution should be equitable to all,’’ he clarified

BREAKING!!! Polytechnic Lecturers To Embark On Strike From August 22
Following the alleged refusal of the Federal Government to honour its agreement with it, the Academic Staff Union of Polytechnics (ASUP) has stated that it will embark on a nationwide strike from August 22.

ASUP President, Mr Usman Dutse, who disclosed this on Thursday at the end of the Zone A emergency meeting of the union in Kaduna State, northwest Nigeria, said the union will commence the industrial action, if the Federal Government fails to honour the agreement it reached with it in 2013.

He said that since the suspension of the protracted strike in 2014, the government is yet to address some of the core issues that necessitated the strike.

Dutse urged the government to as a matter of urgency, address these issues in order to avoid another nationwide industrial action.

A communique read by the Zone A Coordinator of ASUP, Kabir Yunusa, noted that no significant progress has been made by government in resolving the issues.

The statement highlighted the issues to include the non-implementation of Needs Assessment Report of 2014, non-payment of salaries in many state-owned institutions, delay in the review of the Polytechnic Act and poor funding of polytechnics among other demands.

The ASUP President said that despite giving the government enough time when it came on board last year to settle down and address all pending issues, the present administration has showed no concern about the plight of lecturers, whose salaries were being reduced or owed in most federal and state polytechnics.

YABATECH Lecturers Begin Indefinite Strike

Staff of Yaba College of Technology (YABATECH), Lagos State, under the aegis of the Joint Forum of YABATECH Staff Unions have declared an indefinite strike over what they described as illegal deductions in their salaries and non-payment of allowances.

The forum, comprising the Academic Staff Union of Polytechnics (ASUP), Senior Staff Association of Nigerian Polytechnics (SSANIP) and Non-Academic Staff Union (NASU), took the decision at a joint congress at the polytechnic’s sports centre, where more than 100 members took part.

This is even as ASUP members at the Federal Polytechnic, Ede, Osun State, on Thursday disagreed on the implementation of CONTISS 15 salary scale, leading to chaos at a congress in the campus.

Addressing the congress, the ASUP Chairman, Mr. Adeyemi Aromolaran said all the allowances accrued to the staff had been removed when they were paid July salary on Wednesday, August 3.

LASU Expels 69 Students For Examination Misconduct And Cult Related Activities
Lagos state university has expelled 69 students following their involvement in examination malpractice, misconducts during exam and cult related offense. This was contained in a statement of the school's official buelletin dated August 2, 2016 and published by the Centre For Information, Press & Public Relations of The Vice Chancellor’s Office.

It was learnt that that 21 out of the 69 studebts were found with a fake examination docket(a card containing the bio data of the student as well as the courses registered for the semester by the students

UPDATE | JAMB Withdraws All 2016 Admission Lists Sent to Universities
The Joint Admissions and Matriculation Board has withdrawn the list of recommended candidates for admission earlier sent to universities and other tertiary institutions, it said in a statement on Sunday.

A statement by JAMB's head of media, Fabian Benjamin, reads:
This is to ensure that the University Senate perform its statutory responsibility of conducting the selection of candidates and refer it to JAMB for confirmation in line with the admission criteria of merit, catchment and educationally disadvantaged states as directed by the Hon Minister of Education at the policy committee meeting. The earlier list was sent to help fast track the process of admission so as to allow other tiers of institutions also conduct their admission. Candidates should not panic because this is part of the process of the 2016 admission exercise. JAMB regrets any inconvenience this decision would have caused the tertiary institutions. The Board regrets any inconvenience it’s proactive step would have caused the tertiary institutions.”

Furthermore, if the University will request for any payment, it will not be into any individual’s account but to designated bank accounts of the University. The general Public should be aware and to use only the EKSU Portal for any transaction.

ASUU Draws Battle Line With FG Over Scrap Of Post-UTME
The Academic Staff Union of Universities (ASUU) on Monday lambasted the Federal Government for scrapping the Post-Unified Tertiary Matriculation Examination.

National President of ASUU, Prof. Biodun Ogunyemi, told newsmen in Abuja, that the cancellation “portends serious danger for the quality of education in this country”.

“The argument of federal government on the policy is unacceptable and potentially harmful to the future of Nigerian’s education system. We call on government to rescind its decision and convene a genuine stakeholders’ meeting on the issue before making any policy statement”, he added.

Ogunyemi insisted that the Minister of Education, Mallam Adamu Adamu, did not enjoy the sole prerogative to endorse the examination conducted by the Joint Admission and Matriculation Board.

He said, “Such statement coming from the Minister was unfortunate because JAMB should not be saddled with the responsibility of solely conducting entrance examinations into the nation’s tertiary institutions.

“We call the attention of the Honourable Minister of Education to the fact that Post-UTME is a child of necessity and rationality and a decision that Nigerian Universities had to take when the credibility and integrity of JAMB examinations and results became questionable.

“When universities were admitting solely on the basis of JAMB scores, unimaginable discrepancies were observed in the JAMB scores of candidates and their performance in the first year in the University.

“Consider a candidate who got a JAMB score of 290 out of a maximum of 400, yet had to withdraw from the University at the end of the first year on account of very poor performance. It is important to note that this happened not in isolated cases. Virtually all universities reported such cases.

“The University of Ibadan conducted a study on the correlation between JAMB scores and performance at the University, and reported a negative correlation between the two. The results were published in the Ibadan Journal of the Social Sciences. The introduction of Post -UTME was based on sound empirical evidence.”

ASUU said there had been considerable improvement in the quality of students admitted into the universities since the introduction of Post -UTME.

The ASUU leader added that: “The Post-UTME has its problems which we believe can be addressed. To curtail exploitation of parents and candidates, government can improve funding to universities and other tertiary institutions”.

FG clarifies ban on Post-UTME, admission procedure

The Federal Government on Saturday clarified its ban on Post-Unified Tertiary Matriculation Examination and the general admission procedures, saying it “does not in any way affect the statutory role of the Senate of any University or the academic boards of any tertiary institution conducting its admissions.”

The Minister of Education, Mallam Adamu Adamu, stated this in a statement by the Deputy Director (Press and Public Relations) in the Ministry of Education, Mr. Ben. Bem-Goong.

He said the clarification became necessary “following conflicting reports in the media over the roles of universities and the Joint Admissions and Matriculation Board in admission under the new dispensation.”

According to him, the role of JAMB is to conduct the UTME, compile the list of candidates whose scores meet the cut-off marks (180 and above) and send same to the Universities.

The Universities, he emphasised, will shortlist the candidates using the agreed guidelines and thereafter return the shortlisted candidates to JAMB for verification of compliance to guidelines and subsequent issuance of JAMB admission letters.
“For the avoidance of doubt, any screening charges shall apply only to successful candidates who have been issued admission by the universities of their choice. All Universities and JAMB should adhere to this directive”, Adamu stated.

JAMB Adopts “Point System” Option for 2016 Admissions, See How To Calculate The Points
The Joint Admissions and Matriculation Board has announced the release of its guidelines for the 2016 admissions’ process.

The method, described as the point system option, was adopted after an extensive one-week meeting JAMB had with universities and other tertiary institutions’ administrators  in the country.



According to the guidelines contained in a statement placed on its website on Monday night, JAMB said that the modalities were going to be based on point system.

While explaining how the admission process would work for Unified Tertiary Matriculation Examination candidates and direct entry students, the organisation stated that universities were going to charge fees for screening of candidates at the end of the process for admission.

According to JAMB, the new method uses a point system to offer provisional admission to candidates.

“Before a candidate can be considered for screening, he/she must have been offered a provisional admission by JAMB. The JAMB admission checker portal is going to be opened soon for this process, so praying is all you can do now,” JAMB said.

The second process, it said, was the point system where admission would depend on the point tally of the candidate.

The statement said, “JAMB’s provisional admission no longer makes much sense this year, your points tally will decide your faith. The points are evenly spread out between your O’ Level and JAMB results to provide a level-playing field for all.



“In the first case, any candidate who submits only one result which contains his/her relevant subjects already has 10 points. The exam could be NECO, WASSCE, November/December WASSCE etc, but any candidate who has two sittings only gets 2 points. So this means that candidates with only one result are at an advantage but only just.”

The organisation added that the “next point grades fell into the O’ Level grades where each grade would have it equivalent point;  A=6 marks, B=4 marks, C=3 marks, so the better the candidates’  grades, the better his or her  chances of securing admission this year.

“The next point is the UTME scores where each score range has its equivalent point which can be summarised thus, 180-200=20-23 marks, 200-250=24-33 points, 251-300=34-43, 300-400=44-60 points,” JAMB explained.

Giving a breakdown, JAMB explained that each category would contain five JAMB results per point added.

For example a candidate with 180-185 gets 20 points, while a candidate with 186-190 gets 21 points.

JAMB added that the point system for direct entry would be released soon.

JAMB stated that fees would still be charged for screening which would replace the Post UTME test.

JAMB also emphasised that catchment and educationally less-developed state would still be used for admission into the nation’s tertiary institutions.

JAMB said, “Merit contains 45 per cent of the total candidates for a particular course, Catchment contains 35 per cent and ELDS and staff lists contains the rest. Cut off marks will be released by the institutions this year in the form of points and not marks.

“If a school declares its cut off mark for Medicine as 90 points and JAMB grants a candidate with 250 a provisional admission but his/her total points falls short of the 90 points, then he/she will lose the admission. So the provisional admission is just a means to an end, not the end in itself.”

ASUU kicks Against FG’s Scrapping Of Post-UTME
The Academic Staff Union of Universities, ASUU, on Wednesday, kicked against the Federal Government’s directive for tertiary institutions to scrap the Post-Unified Tertiary Matriculation Examination, Post-UTME, for admission of candidates for the 2016/2017 academic session, saying the quality of tertiary education in the country could improve if the institutions are allowed to regulate their students admission process.

ASUU President, Comrade Biodun Ogunyemi, said such freedom would enhance the quality of education.
Recall that at a recent joint policy meeting to decide the cut off mark for students seeking admission into the universities, the government announced the scrapping of post-unified tertiary matriculation examination (UTME).

The Post UTME is the second stage of screening usually conducted by universities for the final selection of candidates qualified for admission for an academic session.
Minister of Education, Malam Adamu Adamu had threatened to sanction any university or tertiary institution found conducting examinations under any guise to admit students.

He further directed tertiary institutions that had collected money from candidates for such purposes to immediately refund it or face appropriate sanctions.
The ASUU boss told NAN that such directive encroached on the autonomy of the institutions.
I think government should give these institutions the chance to regulate themselves,” he said.
They should decide for themselves, the process they dim fit to admit their students. The Senate of universities for example, should decide on the process they want to use in selecting candidates. We do not think it’s right for government to decide the method of screening of the candidates, indeed, we want to attain some level of sanity and quality in the system.”

The unionist added that government could only come into the process by putting in place the necessary guidelines as part of their oversight functions.
According to him, it may not also be easy for institutions that had already collected money for the conduct of the post-UTME or screening in whatever guise to refund such money.

He added that this was because such money could have been diverted to other purposes.
Ogunyemi noted that most universities were under-funded and therefore, might have used some of the money to attend to urgent needs of the institution.
“Some of the arguments raised in this entire episode is that universities or tertiary institutions were using the conduct of such examination to make money,” he said.

“But the truth is, these institutions are poorly funded. If universities for example are properly funded, will the vice-chancellors be looking for other means of making money?
“In the last seven months, university workers have been receiving incomplete salaries, that is, the disbursement of funds for payment of salaries has always been inadequate.

“When situations like this arise, the managements will not be left with any choice than to look inwards and seek means of meeting such needs.
“And one of such strategies is by conducting such examination.”

Ogunyemi noted that the state universities were worst hit for many of them had yet to receive subvention in the last one year.
“Actually we in ASUU frown at extortion of any type from students or candidates but the government too should be alive to its responsibilities by providing the enabling environment that will aid teaching, leaning and research.”

UNIBEN Follows FG's Order As They suspends post-UTME
The management of the University of Benin, Edo State, has announced the suspension of its post-Unified Tertiary Matriculation Examination.
The announcement was made barely 24 hours after the Minister of Education, Adamu Adamu, instructed the nation’s tertiary institutions to stop the conduct of the exercise.
“If any tertiary institution has conducted the post-UTME, such an exercise stands annulled and money taken from candidates must be returned immediately,” Adamu had said in a statement through the Deputy Director, Press and Public Relations, in the ministry, Mr. Ben Mem Goong.
The Public Relations Officer of the university, Mr. Michael Osasuyi, said on Tuesday that the suspension was with immediate effect and in compliance with the Federal Government’s directive.
“We are suspending this exercise now, in compliance with the Federal Government directive. We are suspending forthwith,” Osasuyi said.

The screening was scheduled begin on June 27 and last for two weeks.
It was also learnt that some candidates, whose tests were supposed to take place on Monday and Tuesday showed up for the exercise before they were informed of the suspension.
But the university’s spokesman called for calm, adding that the institution would communicate further information on the suspension to its prospective students.
“They (candidates) should just be calm and rest assured that the University ‎of Benin will not in any way flout the Federal Government’s directive and will not in any way undermine their choice for the university,” he said.

All Nigerian Universities Ordered to Return Monies Collected for Post-UTME
The Minister of Education, Adamu Adamu has directed all tertiary institutions that have conducted money for Post-Unified Tertiary Matriculation Examination (post-UTME) to immediately refund same.
"Those who have already advertised for the conduct of the Post-UTME under any guise should stop the exercise immediately as any university caught conducting Post-UTME will face appropriate sanctions. "If any tertiary Institution has already conducted Post-UTME, such an exercise stands annulled and money taken from such candidates must be refunded immediately."
In a statement issued by Deputy Director Press and Public Relations of the Ministry of Education, Ben Bem Goong, Minister Adamu declared that post-UTME examinations already taken are null and void.

The ban is with immediate effect, and under no circumstance should any institution violate the directive.

This is coming weeks after the Federal government scrapped the Post-UTME saying that it has confidence “in what JAMB is doing”.

introduced “preferred choice” platform in
its portal. This new addition will enable
candidates have wider opportunities of
securing admission.

“What we did initially was that you only
have one choice. Now, we have made it in
such a way that if you miss the University
of Lagos; University of Nigeria, Nsukka;
Obafemi Awolowo University, Ile-Ife, and
Ahmadu Bello University, Zaira, you will
have an opportunity of going to another
school.

“Before, all universities will be in first and
second choice and that will not solve any
problem. We have now decided to put a
few of those schools we feel will have
more spaces as more preferred.

Institutions placed on the more
preferred choice are those that are mostly
not oversubscribed. This is because it will
not make any sense if you place
institutions like the ABU, UNILAG, OAU
and UNN, when in actual sense they
cannot even admit one third of the
candidates that will choose them as most
preferred,” he said.
